Air Vice Marshal Geoffrey Hartnell studied the merits and problems of different national defence organisations for over twenty years, endeavouring to evolve structures of authority embodying the soundest principles for effective command of armed forces. His research was historically based on British practice, and extended by close personal experience of operational co-operation with American and British forces in the 1940s, 50s and 60s.
