The terror campaign by pro-Indonesian armed groups before, during and after East Timor' independence referendum in 1999 was a blatant challenge to the 'world community' in general and to the authority of the United Nations in particular.

Many of the acts of murder, political intimidation, destruction and mass deportations took place before the eyes of the media, UN officials, diplomats, observers from governments and NGOs.

This book assembles what has so far come to light about the terror campaign, as well as background material on implicated persons, thereby providing a platform for further specific investigation by scholars and human rights bodies.
