Small island countries of the South Pacific region face imposing challenges in the years ahead. The changing global political and economic environment and increasing domestic economic and social pressures could place considerable strain on their limited human and physical resources.

As a companion to an earlier monograph The Security of Oceania in the 1990s Vol. 1: Views from the Region, this volume, Managing Change, examines issues affecting domestic political stability and effective government, environmental problems and some of the options for addressing these matters, as well as the specialised demands of monitoring international and regional developments with implications for national prosperity and security.
