This paper provides a comprehensive account of the global strategic relationship between the United States and the Soviet Union and Australi's connections to this relationship. It describes the basic US and Soviet strategic nuclear policies and doctrines; assesses the current state of the strategic balance and provides some assessment of the likely state of the balance in the mid-1990s, as projected according to current trends and as it might look under some START regime; and provides a critique of Australia's involvement in the global balance.
