Dung Phan is a PhD student in the Department of International Relations at the Coral Bell School of Asia Pacific Affairs, The Australian National University. He holds a BA in International Relations from Tokyo International University and an MA in Asian Studies from the S. Rajaratnam School of International Studies (RSIS), Nanyang Technological University.

His research spans two principal areas: Vietnam’s politics and foreign relations, particularly its agency amid geopolitical uncertainty and great-power rivalry; and the politics of memory and reconciliation

His scholarship has appeared in Millennium: Journal of International Studies, Pacific Review, Asia Policy, and the International Journal of Asian Studies, alongside monographs, book chapters, and policy papers published by the ISEAS–Yusof Ishak Institute and the Konrad-Adenauer-Stiftung.
