Kebart P. Licayan is a PhD Candidate in the Department of Political and Social Change at the Coral Bell School of Asia Pacific Affairs, The Australian National University (ANU). He holds a Master of Science in International Relations from Nanyang Technological University, Singapore, and a Bachelor of Arts in Political Science from Rizal Technological University, Philippines.

He has extensive experience in legislative research and policymaking, including service as a Legislative Staff Officer at the Bangsamoro Transition Authority. He has also held teaching positions at several higher education institutions in the Philippines.
