Although the ADF’s performance during Operation Warden in East Timor in 1999 highlights logistics and preparedness failures, there has been little study of the breadth of factors which conspired to ensure the ADF was unprepared. David’s research develops a framework for assessing logistics preparedness, and in this presentation, David shows the preparedness failures of 1999 were inevitable, and were predicted in advance. In this presentation, David highlights historical circumstances which complement existing research, but provides important lessons for Australia in its planning for the possibility of strategic crises in the future.
