Art Cotterell is a researcher, policy adviser and lawyer. Art joined the School of Regulation and Global Governance at the Australian National University (ANU) in late 2023 as a Research Associate. Prior to joining RegNet, Art was an executive level advisor on regulatory reform with the Australian Government at the Department of the Prime Minister and Cabinet, and Department of Finance. Art also previously worked across international and domestic policy and cooperation at IP Australia and in civil society peak bodies. Art’s research interests are on regulating emerging technologies, with a focus on balancing the public good and commercial interests and using technology as a basis for international cooperation. Art is undertaking a PhD on international outer space law and intellectual property law through The University of Adelaide.

Xueyin Zha
M.A (ANU), B.A (Dickinson)

Xueyin is a doctoral researcher specialising in the global governance of artificial intelligence and machine learning technologies. Her research focuses on international norms and AI governance, with a particular interest in bridging the gap between the practical realities of AI development and high-level governance principles. In addition to her academic work, she regularly contributes to media commentaries on technology governance and social change, aiming to enhance public understanding of advanced technology and build informed trust. Her work has been published in outlets including the Lowy Institute and Canberra Times. Xueyin holds a Master of International Relations (Advanced) from ANU, where her thesis analysed the global reform of income tax rules at the OECD/G20 level in response to digitalization challenges. She also studied history and political theories as a visiting student at the University of Oxford's Mansfield College and graduated summa cum laude with a BA in Sociology and History from Dickinson College, PA, USA. She was a Visiting PhD Fellow at the Leverhulme Centre for the Future of Intelligence, Cambridge University. As the HDR leader at the Integrated AI Network (formerly the Humanising Machine Intelligence Grand Challenge) at ANU, she currently runs a biweekly interdisciplinary seminar at the intersection of computer science, sociology, ethics, and politics.
