The Diplomacy Forum is a cluster of scholars focused on diplomatic studies located in the Department of International Relations in the Coral Bell School of Asia Pacific Affairs at ANU. We provide executive training in diplomatic practice to government officials in Australia and beyond, as a certified member of the International Forum on Diplomatic Training (IFDT).

The Diplomacy Forum approaches diplomacy as a practice that involves a number of actors, both state and non-state. We are distinguished by the depth of our expertise on the Asia-Pacific region. The mission of the Forum is to promote diplomatic studies by:

1. Supporting the creation and dissemination of research on diplomacy

The Diplomacy Forum serves as a hub for outstanding research on diplomacy with the aim of shaping national, regional and global debates about the challenges facing the practice of diplomacy in a rapidly changing world.

2. Offering executive training courses on diplomatic practice for government officials

The Forum designs and delivers tailored executive education short courses that equip government officials with the skills to effectively manage their diplomatic relations with both state and non-state actors.

Diplomacy

Research

One of the Forum’s core aims is to advance and promote outstanding research in diplomacy. To that end, it serves as the focal point for research on diplomacy at ANU, disseminating research through regular seminars, workshops and conferences.

We see diplomacy as both a state practice (how diplomats exercise agency and leadership through foreign ministries, embassies, and global governance fora) and a practice carried out by non-state actors. Our research therefore combines engagement with the ways in which non-state actors effect dynamics of conflict and cooperation on the one hand, with an emphasis on the critical role that states play on the other. Accordingly, we seek to advance the study and practice of ‘complex diplomacy’, an approach that views contemporary diplomacy as involving an array of diverse actors.  

We have a particular interest in advancing understandings of diplomatic practice in the Asia-Pacific. Our research cuts across many of the diplomatic flashpoints in the region, including the South China Sea, the North Korean nuclear problem, Sino-US relations and the Taiwan Strait.

The Diplomacy Forum designs, delivers and facilitates diplomatic training, providing enhanced competences, knowledge and skills to practitioners. We draw on a range of in-house expertise in the Department of International Relations and the Coral Bell School alongside colleagues from ANU and, occasionally, external experts in order to challenge conventional modes of thought and enhance understandings of diplomacy about the region and wider world.

Previous courses include: Enhancing Performance in Multilateral Conferences and Diplomacy; Fundamentals of Negotiation; Defence Overseas’ Representation Seminars; Contemporary Political and Diplomatic Challenges for Foreign Services Officers of South Asia and Climate Change Negotiations for Pacific Island Women.

The Diplomacy Forum is part a global network on diplomacy, partnering with the United Nations Institute for Training and Research. as well as diplomatic training institutions in Southeast Asia, the Caribbean and Latin America.

Aims

Our courses are designed to:

  • Enhance conceptual and analytical frameworks that enable practitioners to better understand and navigate their operating environment.
  • Elucidate the historical and contemporary conditions in which diplomatic practices and strategies are realised.
  • Cover a range of approaches to the emerging issues shaping contemporary world politics at the national, regional and global levels.

Content and delivery

We provide training courses and relevant expertise to foreign ministries and other diplomatic training centres across the world. To date, we have delivered training for diplomatic practitioners in Australia, South and Southeast Asia, the Pacific, Africa, the Caribbean and South America.

Our courses vary in scope and size, from multi-year initiatives to one-off seminars, specialised courses, masterclasses, briefings, and workshops.

Pre-posting Consultations for Heads of Mission

The Diplomacy Forum also organises briefings for Australian Heads of Mission and Senior Executive Officers as part of their pre-departure consultations. We invite ANU experts, PhD students and early career researchers to these consultations to discuss their research and share expertise relevant to senior Australian diplomats as they prepare to represent Australia abroad.

Japan update

The Diplomacy Forum is housed within the ANU Department of International Relations, which offers two postgraduate study programs in the field of Diplomacy. ANU is the only institution in the southern hemisphere that offers a dedicated postgraduate degree in diplomacy.

The Master of Diplomacy equips you with the knowledge and skills for understanding diplomatic practices in international affairs, while positioning you at the centre of a global network of leading scholars and policymakers.

ANU is the only institution in the southern hemisphere that offers a dedicated postgraduate degree in diplomacy. Studying at ANU gives you access to the engine room of international affairs with the federal government, embassies and international agencies based in Canberra at our doorstep. Relevant to students and diplomatic practitioners from diverse backgrounds and interests, our program brings an international, inter-disciplinary perspective to the classroom.

Master of International Law and Diplomacy

There has never been a more important time to study diplomacy and international law hand-in-hand. The Master of International Law and Diplomacy is a joint degree offered by ANU College of Asia and the Pacific and the ANU College of Law, addressing the needs arising from the complex intersection of public policy, law and dispute resolution.

You will be taught by internationally recognised research scholars from the ANU College of Law and the Department of International Relations, as well as senior diplomatic and international legal practitioners from Australia and elsewhere. The program will position you at the centre of a global network of diplomatic and legal scholars and practitioners.
